Fact Sheet: State Dept. Adds Nine to Terrorist Exclusion List, November 6, 2002

(Designations aid in excluding aliens associated with groups)

Following is the text of a Department of State fact sheet on additions to the Terrorist Exclusion List. The State Department added nine entities to its list November 6.

Terrorist Exclusion List

President Bush on 26 October 2001, signed into law a comprehensive counterterrorism bill (Public Law 107-56, also known as USA PATRIOT). The new law strengthened enforcement tools and made improvements to the last major terrorism bill, the Antiterrorism and Effective Death Penalty Act of 1996. The USA Patriot Act also provided the Secretary of State with authority to designate terrorist organizations for immigration purposes through the Terrorist Exclusion List (TEL). TEL designations enable the exclusion of aliens associated with such entities from entering the United States and are a critical tool for bolstering homeland security.
