[…] The Department of State’s Directorate of Defense Trade Controls (DDTC) has increased the fees it charges for registration required pursuant to the Arms Export Control Act (AECA) and the International Traffic in Arms Regulations (ITAR). This is the first increase in registration fees since 2004. The AECA requires registration with DDTC for persons and entities involved in the manufacture, export and brokering activities related to defense articles or defense services. full text

The House of Representatives passed the bill 298 to 117 on September 28.
“The legislation will strengthen our global nuclear nonproliferation efforts, protect the environment, create jobs and assist India in meeting its growing energy needs in a responsible manner,” Bush said after Senate passage of the bill. “I look forward to signing this bill into law and continuing to strengthen the U.S.-India strategic partnership.” full text

Security Council calls for Iran to comply with three previous resolutions and cooperate with the International Atomic Energy Agency (IAEA). The brief resolution reaffirmed Security Council resolutions that impose progressively stronger political and economic sanctions on Iran for failing to stop its uranium enrichment program. full text

[…] President Bush has withdrawn a U.S.-Russian civil nuclear cooperation agreement that was under consideration by Congress. The decision to withdraw the legislation, once billed as the cornerstone of a new era of nuclear cooperation between the United States and Russia, was made “in view of recent actions by the Government of the Russian Federation incompatible with peaceful relations with its sovereign and democratic neighbor Georgia,” according to a September 8 White House statement. full text
