Passport Application for Department of Defense ID Card Holders
For U.S. passport services, all U.S. military personnel, their families, and Department of Defense civilians at U.S. military bases in Italy should contact their command to take advantage of the special processing system in place.
U.S. passport photos are different from Italian passport photos and many photographers in Italy are not familiar with U.S. passport photo specifications. We strongly recommend that you print out the photo requirements for U.S. Passports available on this page of the State Department website and take them with you to the photographer. Photos can also be obtained from a photo booth located in the Consular building of the U.S. Embassy in Rome and the U.S. Consulate General in Milan for 5 euro.

Except in emergencies, U.S. passports are now produced at facilities in the United States. Processing time may take from three to four weeks.
Please take this extra time into consideration when applying for or renewing passports at an Embassy or Consulate and plan your travel accordingly.
